The Public Administration Medal (Bronze)
Awarded for outstanding efficiency and competence
Assoc Prof David Low Chyi Yeu, is a senior consultant neurosurgeon and administrator who has made his mark in public healthcare. While Head of Neurosurgery, NNI@KKH (2015 – 2019), A/Prof Low developed multidisciplinary services and established KKH as a centre of excellence in paediatric neurosurgery. Seeing the challenges patients and families face, A/Prof Low helped set up the Brain Tumour Society Singapore (BTSS) in 2014 to provide more holistic support.
After stepping down from KKH, A/Prof Low was appointed Head of Department of Neurosurgery, NNI@TTSH Campus (2019 – 2023), and assumed the role of Deputy Medical Director (Clinical), now Deputy CEO Clinical in 2020, at the height of the COVID-19 pandemic. Now he focuses on population health and reshaping clinical services, to enable seamless neuroscience care in Singapore. A respected educator, he was Program Director (2013 – 2019) of the Neurosurgery Residency Program, which won the 2017 Joint Committee on Specialist Training (JCST) program awards for most improved and most outstanding JCST program. A/Prof Low continues to contribute to the training and assessment of future neurosurgeons.
Prof Lo Yew Long, Deputy Chief Executive Officer, Medical Affairs & Quality Management and Senior Consultant, Department of Neurology, is internationally renowned for his work in Clinical Neurophysiology. The impact of his work ranges from pioneering intraoperative monitoring during brain and spine surgeries to preserve speech, movement and other critical functions, to developing techniques to assess Miller Fisher Syndrome, a rare but complex neuroimmune condition. He is a pioneer in the application of brain stimulation, including transcranial magnetic stimulation, which is now widely used in neuromodulation of various medical conditions.
Prof Lo has published his work extensively, with more than 160 papers in international peer-reviewed journals. He is Group Director of Research Integrity, Compliance and Ethics for SingHealth and is immediate past Chairman of the Centralised Institutional Review Board (CIRB), where he worked towards national harmonisation of research ethics and compliance systems.
